"Is de-amalgamation, or the recreation of Carleton County, the answer to poor governance in Ottawa?"
The following is excerpted from the October / November issue of The Landowner Magazine
"In the last municipal election, the Carleton Landowners Association had a promise from mayoral candidate Larry O'Brian to correct the City's governance problems in 18 months, or hold a referendum on de-amalgamation. Mr. O'Brian was elected mayor largely with the support of rural voters. More than 18 months have passed, the governance problems have not been solved, and there has been no referendum....
In the spring of 2009, the Mayor's task force on governance found that "City council is ineffective and dysfunctional, and unless changes are made to the way the city is governed, it will continue to languish in a state of disarray and eventually degenerate into complete chaos'"
